CDW-G conducted two informal, primary research studies in January and March 2005 to determine the state of teleworking in the Federal government and identify reasons for some agencies' non-compliance. The first study was timed for release one month before agencies were required to report to Congress on their telework efforts, and the second was timed for release two months after the reporting deadline.

The two CDW-G reports helped to identify the barriers to greater telework adoption and provide a benchmark for the Federal government's progress toward 100 percent telework adoption.






Federal IT Support is Lacking
  • The majority of Federal IT professionals do not have a plan, or are unsure of a plan to provide technical support to teleworkers
  • Three out of four Federal IT professionals surveyed have no standard IT asset package


Barriers to Telework
  • The broader Federal IT community is unaware of the legislated telework deadlines for agencies
  • Security is the top concern for Federal IT professionals, but the Federal IT community has not reached consensus on the path forward



After the Deadline for Fines
  • Federal employee eligibility for telework remains essentially unchanged
  • Federal employee telework opportunities improved only slightly



CDW-G executed the research for the 2005 CDW-G Federal Telework Report in January 2005. The 2005 CDW-G Federal Telework Report, based upon online, telephone and in-person interviews with 139 Federal employees and an online survey of 148 Federal IT professionals, is the only concurrent survey of both stakeholder groups. The margin of error for the report is +/- 7 percent for Federal employees and 6.4 percent for Federal IT professionals.

The 2005 CDW-G Federal Telework Update, published in April 2005, was a study to update the status of telework within the Federal government. The update focused solely on the Federal government employee. The Federal employee survey utilized an in-person interview at restaurants. Using a population size of more than 100,000, the sample survey of 101 employees provides a margin of error of approximately ±8.5 percent where p=.1. All of the respondents for the survey work in the District of Columbia. None of the respondents for the updated Federal Workforce survey are Federal IT professionals. The questions used in this second survey were identical to the initial CDW-G Federal Telework Report.
